Zoa is being teasing-sexy about it, but the kind of "naughtiness" that, in the setting of Forward, would result in temporary revocation of the adults-only bits of your bodily autonomy is the bad kind. The kind that, if Lee had not been an adolescent, would likely also result, if not in incarceration, then in some other form of separation from society for society's sake. All things considered, perhaps it's for the best that Lee has been in self-imposed isolation all this time.

Does this revelation change how you feel about Lee? Does it matter that it all went down over a decade ago, when they were both legally and mentally not yet an adult? Does it explain Lee's authority issues, knowing that they had the ability to exhibit sexual arousal (and the ability to intoxicate themself with narcotics, and the ability to operate a motor vehicle, and the ability to enact transactions of over 1kCCC), then had those abilities administratively paused, and had to prove their adult competence and sanity and social responsibility to have those abilities re-enabled?

Chemical castration is a thing, by the way. It's a thing right now, in various parts of the world, that various courts use to deal with sex offenders. In contrast to the primitive technology we currently use for it, what happened with Lee was as simple as pressing a button, it was 100% temporary, had no side-effects, and was fully compatible with Lee's internationally-recognized human right to modify their body, including sexual organs and gender presentation, however they like, whenever they like, at no cost to them and with no administrative hassle.
